About The Client
“The MOST Center is an online resource center created to help bridge the gap in needed technical and financial stormwater management resources in the Chesapeake Bay watershed. MOST provides easily accessible education and training to empower communities to build resilience and develop effective and affordable stormwater management programs.

Define & Research
Local government officials were the primary target audience as they can implement changes to local policies and then scale it up to impact at a larger stage. The course content was scaled appropriately in order to make small changes in neighborhoods and local municipalities manageable.
Users
Usability testing was done with stakeholders to determine the efficacy of the course developed. The content tested positively, well written and well organized in order to reiterate common knowledge while also teaching new information.
Define & Research
The target audience as well as secondary user groups were not well versed in Drupal, the original platform the courses were going to be hosted on. ELMS Canvas was found to be the most familiar and friendly platform for a wide ranging audience ranging from students to government officials.
